Additionally, low income homeowners and landlords with low income tenants may also be eligible for 55% insulation subsidies (for homes built pre-2000) as part of the government's Warm Up New Zealand: Healthy Homes programme.
For rental properties it will soon be mandatory to have minimum levels of home insulation so the New Plymouth Council rates programme is a great opportunity for both homeowners and landlords to bring their houses up to spec.

How Much Funding is Available?
The New Plymouth District Council's programme provides up to $2,600 of funding support for ceiling or underfloor insulation in homes built before the year 2000.
If your home is already insulated then you can apply for up to $5,000 for the installation of clean heating products, such as a heat pump. To get support for a heat pump your home must already be insulated.
To be eligible for the Home Energy Scheme funding you must:
- Be a ratepayer for the home
- Be up to date with payments on your rates
- Own a home built before 2000 (for insulation)
- Have quotes from an approved insulation provider (that's us)
- Must have insulation already installed to get assistance with clean heat products
Pay it off over up to 9 years
The funding is repaid through your regular rates bill and is itemised as a ”voluntary rate". The repayments are over a period of 9 years and you can make additional repayments if you wish to pay it off earlier.
If you sell your house before fully paying off the financial assistance you are legally required to disclose the existence of the targeted rate to potential buyers. Alternatively you can pay the outstanding amount off in full prior to selling.
Adding insulation will mean you use less energy (electricity, wood, gas) to create the equivalent warmth and so you can save money while you're paying the insulation off.
What is the interest rate?
The targeted rate is interest bearing to cover the council's costs. The interest rate is 7% per annum and is reviewed annually. Insulation of $2,600 would have an approximate repayment of $34 per month.

Combining Rates Funding & EECA Subsidies
If your rental property is eligible for insulation subsidies as part of the government's Warm Up New Zealand: Healthy Homes Rental programme you can use the Council's rates programme to address your heating at the same time.
Any insulation subsidies and council funding will automatically be included on any quote for these items.
