Greater Wellington Regional Council's "Warm Greater Wellington" programme

You can get home insulation and pay for it on your rates bill over 9 years as part of the Greater Wellington Regional Council's "Warm Greater Wellington" programme.

The aim of the programme is to make Wellington homes and rental properties (built before 2000) warmer, drier and healthier by offering an easy finance option for the installation of home insulation.

To be eligible for the GWRC funding you must:

  1. Be a GWRC ratepayer
  2. Be up to date with payments on your rates
  3. Own a home in Wellington that was built before 2000
  4. Have quotes from an approved insulation provider (that's us)

Insulation funding available

The Greater Wellington Regional Council's (GWRC) programme provides up to $3,900 of funding support for home insulation products which can be used for ceiling or underfloor insulation installed by an approved provider in homes built before the year 2000. 

Homeowners on a low income and landlords with low income tenants may also be eligible for 50% insulation subsidies (for homes built pre-2000) as part of the government's Warm Up New Zealand: Healthy Homes programme. This can be included as part of your rates application.

Pay it off over up to 9 years

The funding is repaid through your regular GWRC rates bill and is itemised as a "targeted rate". The repayments are over a period of 9 years and you can make additional repayments if you wish to pay it off earlier.  

If you sell your house before fully paying off the financial assistance you are legally required to disclose the existence of the targeted rate to potential buyers. Alternatively you can pay the outstanding amount off in full prior to selling.

Adding insulation will mean you use less energy (electricity, wood, gas) to create the equivalent warmth so you can save money while you're paying the insulation off.

What is the interest rate?

The interest rate is 7% per annum and is reviewed annually so an insulation cost of $3,900 would have an approximate repayment of $12 per week.

For rental properties it will soon be mandatory to have minimum levels of home insulation so the "Warm Greater Wellington" programme is a great opportunity for both homeowners and landlords to bring their houses up to spec.

Insulation keeps your home warmer and drier and can lower your power bills. Underfloor insulation can reduce draughts from Wellington's notorious winds and, along with ceiling insulation creates a barrier to reduce heat escaping your home during winter - this can lower your energy bills. 

Even more importantly a study by the Wellington School of Medicine & Health Sciences* confirmed that people who live in insulated homes are healthier. Damp cold houses are significant contributors to respiratory illness.

Combining Rates Funding & EECA Subsidies

If your home or rental property is eligible for insulation subsidies as part of the government's Warm Up New Zealand: Healthy Homes programme you can use the Council programme to put the balance on to your rates.

The insulation subsidies are provided through the Energy Efficiency and Conservation Authority (EECA) and will automatically be included on any quote for these items.
